The Pretty Committee, which converges on an annual basis to discuss anesthesia techniques, also has a lot to do with the story. They are a group of scientists who developed the lesions that allow pretties to be non-aggressive. Specifically, the lesions impede the release of adrenaline and limit the patient’s memory. Also, they prevent the patient from thinking of their own thoughts.
Tally also faces problems with the Department of Special Circumstances, which blackmails her for refusing to help find the son of the founders of the Smoke. But Tally is still determined to do what she can for Shay. When Tally is approached by the secret organization, she reluctantly agrees to follow Shay.
David is the son of the founders of the Smoke. He is in a similar position to Shay. He was not born in a city, but has been raised in the Smoke. Though he does not live in the Smoke, he is a member of the Pretty Special Committee. His father, Az, believes that the brain lesions in the Pretty operation are intentionally caused.
